India eyes higher footwear exports      EU's anti-dumping duty on Chinese, Vietnamese products acts as trigger.   The commerce ministry is working on an action plan to increase the country's footwear exports in order to take advantage of a recent decision by the European Union to impose anti-dumping duty on footwear from China and Vietnam.   The EU had on October 5 imposed anti-dumping duties of 9.7 per cent and 16.5 per cent on Chinese leather footwear and of 10 per cent on similar products from Vietnam. The duties will remain in force for two years.   The anti-dumping duties on Chinese and Vietnamese footwear has created a huge opportunity for India. Nearly 63 per cent of our leather footwear exports is to the European Union, while just 12 per cent of the exports is to the US, which is the fastest growing market in the world. ?Trade pacts come under spotli STAKEHOLDERS in the agricultural sector are set to discuss Economic Partnership Agreements (EPAs) and their impact on agriculture trade policy at the forthcoming Eastern and Southern African (ESA) awareness conference which opened yesterday. "African, Caribbean and Pacific (ACP) countries are negotiating for EPAs aimed at defining the future trade and economic relations between the EU and regional blocs such as ESA, when the Cotonou Agreement expires in 2007," Community Technology Development Trust director Mr Andrew Mushita told New Ziana. The Cotonou Agreement was signed in June 2000 and replaced the various Lome Conventions, through which the ACP countries accessed EU markets for almost three decades. EPAs negotiations started in September 2002 and are supposed to be concluded by end of 2007. The negotiations came in the wake of complaints from non-ACP countries in 1994 that the preferential and non-reciprocal trade that existed between ACP and EU countries was not in accordance with the World Trade Organisation (WTO) rules. Thereafter, the WTO ruled the Lome Convention was in contravention of WTO rules citing the unfair advantage given to ACP countries. Mr Mushita said the ACP and European Commission had since agreed that the overall objective of EPAs is to help in the sustainable development of ACP countries, their smooth and gradual integration into the global economy and eradication of poverty. Many ACP activists are, however, unhappy with the fact that EPAs treat all countries as economic equals and remove the preferential, nonreciprocal treatment envisaged by the Lome Agreement. Economy not all that's threate All eyes will be on the U.S. House of Representatives this week, as an up or down vote on the Central American Free Trade Agreement-Dominican Republic comes down to the wire. Touted by the Bush administration as a panacea for ailing trade here and abroad -- as well as foreign labor conditions, corruption and poverty -- the agreement has nonetheless faced an uphill climb in Congress. The Senate, last week, passed the agreement by a slim margin, 54-45, and opponents are hoping the House will defeat it -- if even by a slimmer margin. It is obvious to us, despite the administration's claims otherwise, the agreement will do little to nothing for U.S. agriculture. It will open our markets even wider to cheap imports produced by cheap labor and will offer U.S. producers impoverished foreign markets in return. Even more disturbing is the administration's willingness to ultimately turn over control to a quasi-judicial entity as it agrees to have trade disputes decided by an international tribunal. Why should control of U.S trade with these five Central American countries and the Dominican Republic lie with any entity other than our own government? Besides, haven't we had enough trouble with a like set-up under the North American Free Trade Agreement? CAFTA-DR's threat to U.S. agriculture and our nation's economy is one thing; its threat to U.S. sovereignty is quite another. China to invest US$60 bln to r BEIJING, Aug. 28 (Xinhua) -- The Chinese government has announced that it will invest nearly 60 billion U.S. dollars to reduce the country's notorious industrial accident rate over the next five years. In its first ever five-year plan on workplace security, the government said it would reduce the death rate per 100 million yuan (12.5 million U.S. dollar) of gross domestic product from 0.70 last year to 0.45 in 2010. The accident death rate of every 100,000 employees is set to drop from 3.85 last year to 2.8 in 2010 in mining sector and other industries. The State Administration of Work Safety said the plan aims to reduce the number of accidents with more than ten deaths by at least 20 percent. China reported 73 such cases last year. The total sum of 467.4 billion yuan (58.6 billion US dollars) to be invested in the future five years will go to nine safety projects including coal mine accident prevention, which is the top priority task in the five-year layout on work safety. In recent ten years, coal mine accidents account for 58 percent of the serious accidents where over 30 people died. Official figures show that 371 people died in China's coal mine accidents with more than ten deaths in the first seven months. With the huge investment, China plans to do more training on safety production, monitor potential accidents and encourage reporting of illegal behavior. The government aims to solve problems of poor production conditions, frequent accidents, and low level of management in small coal mines within three years. A monitoring system would be launched to supervise over possible safety accidents, according to the plan. More efforts would be made to improve management and supervision over non-coal mines, dangerous chemicals and fireworks. Fire control in places with high population is also strengthened. Besides, the government would launch registration on dangers at work and reinforce fights against such cases. Driven by economic interests, some local governments have turned a blind eye to safety problems in factories and coal mines. The country faces increasingly severe safety problems.
